TY - RPRT TI - Expenditure control measures in DRG-based hospital payment systems AU - Van de Voorde Carine AU - Lefèvre Mélanie AU - Van den Heede Koen AB - KCE Reports 392C (2024)Coping with the increasing diversity of hospital care needs requires a reform of the hospital financing system. The idea would be to replace the current closed-budget system by an open-budget system, where hospitals receive a lump sum per admission linked to a specific condition or APR-DRG (All Patient Refined Diagnosis Related Group). However, such a system would also require control mechanisms to keep the national budget under control. The Federal Health Care Knowledge Centre (KCE) looked at the mechanisms used for this purpose in other countries, and consulted Belgian experts on their feasibility and preconditions. Each system has its pros and cons, but the experts appeared to be most in favour of volume-dependent tariffs. In collaboration with: Daniele Alberio (IRCCS Humanitas Research Hospital; Italy), Elena Azzolini (Humanitas University and IRCCS Humanitas Research Hospital; Italy), Elke Berger (Technische Universität Berlin; Germany), Imre Boncz (University of Pécs; Hungary), Davide Busato (Humanitas University; Italy), Reinhard Busse (Technische Universität Berlin; Germany), Tímea Csákvári (University of Pécs; Hungary), Csaba Dózsa (University of Miskolc; Hungary), Dóra Endrei (University of Pécs; Hungary), Tibor Gazsó (University of Pécs; Hungary), Rym Ghouma (Irdes; France), Kristiina Kahur (HC Management Consulting OÜ; Estonia), Kaija Kasekamp (University of Tartu; Estonia), Benedikt Langenberger (Technische Universität Berlin; Germany), Ornella Leoncini (IRCCS Humanitas Research Hospital; Italy), Julianna Nagy (National Health Insurance Fund Administration; Hungary), Zeynep Or (Irdes; France), Róbert Pónusz (University of Pécs; Hungary), Luca Fanni Sántics-Kajos (University of Pécs; Hungary) T2 - KCE Reports CY - Brussels PY - 2024 LA - English M3 - Health Services Research (HSR) PB - Belgian Health Care Knowledge Centre (KCE) SN - 392C VO - D/2024/10.273/56 DO - https://doi.org/10.57598/R392C ER -
