KCE Reports 392C (2024)Coping with the increasing diversity of hospital care needs requires a reform of the hospital financing system. The idea would be to replace the current closed-budget system by an open-budget system, where hospitals receive a lump sum per admission linked to a specific condition or APR-DRG (All Patient Refined Diagnosis Related Group). However, such a system would also require control mechanisms to keep the national budget under control.
